DNV Inspection in Oman is seeking for an Operations Manager who is accountable for full P&L management, business growth, client engagement, operational delivery, and In-Country Value (ICV) performance.
The role is focused on onshore Oil & Gas, gas processing, LNG-related infrastructure, pipelines, and EPC-led projects, with strong emphasis on National Oil Companies, government-linked entities, EPC contractors, and long-term framework clients operating in Oman.
Key Responsibilities
1. P&L Ownership & Financial Performance
Hold full P&L accountability for DNV Inspection operations in Oman.
Develop and execute annual business plans and budgets aligned with Middle East regional targets.
Drive revenue growth, margin protection, and cost discipline.
Monitor financial performance closely and take corrective actions where required.
2. Business Development & Client Focus (Oman)
Own and execute the country growth strategy, with clear focus on:National Oil Companies and government-linked entities
Existing long-term and framework clients
Major EPC contractors delivering onshore projects
Strengthen and expand relationships across:Onshore Oil & Gas fields and facilities
Gas processing plants, pipelines, and LNG-related onshore infrastructure
Brownfield modifications, integrity programs, and shutdown/turnaround scopes
Ensure DNV Inspection is positioned early in client planning and tendering cycles, particularly where ICV commitments are evaluated.
3. ICV & Omanisation
Take direct ownership of In-Country Value (ICV) and Omanisation performance for DNV Inspection in Oman.
Ensure compliance with:Client-specific ICV requirements
National Omanisation targets
Contractual and regulatory expectations
Develop and implement practical Omanisation plans, including:Recruitment and development of Omani talent
Progressive localisation of inspection and coordination roles
Knowledge transfer and competency development
Work closely with clients and authorities to demonstrate credible, measurable ICV contribution.
Ensure ICV commitments are realistic, deliverable, and aligned with business sustainability.
4. Key Account Management & Market Intelligence
Act as the primary executive interface for key clients in Oman.
Maintain strong awareness of:Upcoming onshore developments and EPC packages
Contract renewals, extensions, and call-off opportunities
Client procurement, ICV scoring models, and decision-making processes
Use market intelligence to prioritise pursuits and resource allocation.
5. Operational Delivery & Execution
Ensure safe, compliant, and high-quality execution of inspection services across Oman.
Oversee:Resource mobilisation and utilisation
Project execution and scheduling
Resolution of client issues and escalations
Ensure delivery commitments are aligned with available capability and local resource availability, including Omanised resources.
Coordinate closely with:Middle East Area Manager
Technical and discipline leads
Compliance & Governance
6. Local Leadership & Organisation Development
Provide strong leadership to the Oman organisation, promoting:Performance accountability
Professional development
Alignment with DNV values
Build a stable, competent local organisation, with clear succession and development pathways for Omani staff.
Ensure compliance with local labour laws and employment frameworks.
7. Governance, Compliance & Risk Management
Ensure full compliance with:DNV Group governance and ethics
Accreditation and independence requirements
Omani regulatory, contractual, and labour obligations
Proactively manage commercial, contractual, delivery, and reputational risks.
Act as the local custodian of DNV Inspection’s reputation in Oman.
8. Regional & Internal Collaboration
Work closely with:Middle East Area Manager
Othe Operations Managers in Middle East
Proposal, Resource Management, and Technical functions
Support regional collaboration and resource sharing where appropriate.
Contribute to regional planning, performance reviews, and strategic discussions.

Qualifications & Experience
Essential
Omani national, with strong credibility in the local market.
Senior leadership experience in inspection, TIC, energy services, or EPC-related environments.
Proven P&L management experience.
Strong exposure to onshore Oil & Gas and EPC-driven projects.
Demonstrated experience with ICV / Omanisation requirements and delivery.
Established network with NOCs, government entities, and EPCs in Oman.
Fluent in Arabic and English (spoken and written).
Strong commercial, negotiation, and leadership capability.
Highly Desirable
Experience managing long-term framework contracts and call-off models.
Familiarity with gas processing, pipelines, and LNG-related onshore infrastructure.
Experience operating within a regional or matrix organisation.
